WHO CAN SUBMIT THE VISA DOCUMENTS?
  • Citizens of the Russian Federation
  • Citizens of third countries who have legal grounds to stay on the territory of the Russian Federation for more than 90 days. Please note if the applicant is not citizen of the Russian Federation at the moment of visa documents submission the applicant should confirm the right to stay on the territory of the Russian Federation for more than three months. If it is not possible to confirm this, then it is possible to apply for a visa to the Hungarian diplomatic mission at the place of permanent residence.
  • Citizens of countries in which there are no Hungarian diplomatic missions.
  • Close relatives (spouses, parents, children, grandchildren, grandparents) with confirmation of relationship (certificate about marriage, birth certificate, etc.). Applicable if there is no need to submit biometric data. Change of name or change of passport with change of transliteration of at least one letter in name or surname – the applicant should submit biometric data again.
  • Accredited travel agencies at the Consulate of Hungary.
  • Submission of documents by a third party by power of attorney is not possible.
 
HOW AND WHEN TO SUBMIT DOCUMENTS FOR VISA?
  • You may submit the package of documents at the Visa Application Center on any business day from 9:00 to 17:00.
  • The set of documents required for applying for visa depends on the purpose of the trip, please see the article Schengen visa
  • In the Visa Application Center you will be met by a specialist who:
    • will issue a ticket of the electronic queue for submission of documents and collection of biometric data (fingerprints);
    • will issue a Visa Application Form, the completion of which is mandatory for the further registration of your Application Form in the electronic system of the Consulate;
    • if necessary, he/she will advise you on the additional Express Photo service.
  • The applicant may submit documents for visa no earlier than three months before the planned trip. It is better to submit the application at least 15 calendar days before the planned trip. It is also recommended to take into account the national holidays of Russia when calculating the time of application submission. On holidays the schedule for the work of Consular offices can be reduced.
 
WHO CAN GET THE PASSPORT?
  • Applicant personally. Who should show the national passport.
  • Recipient. Any person may be recipient. In this case his surname should be indicated in the delivery form at the moment of documents submission and should be indicated in the invoice.
 
 
HOW TO FIND OUT WHERE IS THE PASSPORT?
The applicant may get the information about passport issuance by the Embassy in two ways:

WHEN AND WHERE CAN I GET A PASSPORT?
The documents issued by the Embassy will be delivered to the Visa Application Center.
  • You can get your passport at the Visa Application Center: Mon. - Fri. 09: 00-18: 00, Sat. 10: 00-14: 00. You should have the waybill issued at the Visa Application Center and national passport.
  • You can take advantage the service of documents delivery to the address convenient for you. At the moment documents submission, you may clarify the tariff and time of delivery.
 
In case of refusal to issue a visa, the applicant should come at the Visa Application Center personally.
 
HOW MANY DAYS DOES THE CONSULATE CONSIDER THE APPLICATION?
The decision on the application may be made within 10 calendar days from the date of the application receipt. In some cases, the time for making the decision may be extended to a maximum of 30 calendar days, in particular, if there is a need for its additional consideration. The period for processing applications for citizens of some countries may be from 14 calendar days.
 
WHАT DOCUMENTS MIGHT BE REQUIRED FOR THE CROSSING OF THE BORDER OF THE SHENGEN ZONE?
Schengen visa doesn't give a right for automatic entry to the Schengen area, and the border service will be carried out a control procedure on the external border of the Schengen zone.
On the external border of the Schengen zone, the holder of visa may be required to show documents confirming the purpose and conditions of stay; the availability of sufficient funds to stay for the period of stay and to return to their country, or, if you have the appropriate entry permit, to move to a third country or the legal possibility to get such funds.
 
WHAT TO DO IN CASE OF VISA REFUSAL?
  • Applicants who got a visa refusal will be notified on visa refusal by official letter, and they can use their right to appeal in accordance with the national legislation of the relevant country of the Schengen area. The appeal should be submitted to the Consulate of the Schengen country, that took the final decision on the application consideration and under the procedure stipulated by the national legislation of that country.
  • In the form that notifies the applicant on the refusal and justifies this refusal, the relevant Schengen country indicates their national legislation and procedures relating to the right on appeal, including the competent organization where the applicant should appeal and the term for appeal submission.
  • The applicant may also to re-apply for visa, especially in case of elimination of the reasons for the refusal. National laws and regulations may limit this right if the appeal of the received refusal is under consideration. The appeal should be submitted on the EU official languages directly to the Consulate.

HOW TO APPEAL?
  • the appeal can be submitted to the consular officer within eight calendar days from the receipt of visa refusal;
  • the appeal can be filed by the applicant personally;
  • the condition for filing the appeal is payment of appeal fee at the moment of submission (receipt) appeal to the Consulate;
  • the cost of appeal is 30 EUR; it should be paid also by those applicants who submitted their application for free; this fee cannot be reduced or canceled;
  • the appeal is considered by the Ministry responsible for foreign policy;
  • the time for consideration of appeal is 15 calendar days from the date of its submission and cannot be reduced for any reasons, it is impossible to submit the request for it;
  • during the appeal procedure, the appellate authority may request additional supporting documents, the applicant (especially the person who had no personal interview at the first instance) may also be called to the Consulate for personal interview;
  • there is the possibility of judicial review of the decision to reject the appeal;
  • in case of refusal the applicant may submit a new application at any time after re-payment of the visa fee. 
 
WHAT RULES ARE USED IF THE MEMBERS OF YOUR FAMILY ARE CITIZENS OF EU COUNTRIES OR THE EUROPEAN ECONOMIC ZONE OR SWITZERLAND? 
  • If you are a member of the family of the citizen of a European Union / European Economic Area country or Switzerland, you have a right for an expedited procedure for issuing of free visa out of turn if:
  • You are the family member (including if you are a spouse, registered partner, child under 21 or dependent) of the citizen of the European Union / European Economic Area country or Switzerland (or of his / her spouse (s) / registered partner);
  • this citizen of the European Union / European Economic Area or Switzerland resides in the country of the Schengen area of which he/she is not the citizen or moves to such country as a place of residence;
  •  if you accompany this citizen of the European Union / European Economic Area or Switzerland or plan to join him.
  • You should apply for visa to the Embassy of the country of future residence of the citizen of the European Union / European Economic Area or Switzerland, but not of his / her citizenship country.
  • If you consider that you can get the right to the simplified procedure for obtaining a visa, at the moment of the application submission you should provide the proofs for compliance with the above mentioned criteria.
 
WHO IS EXEMPTED FROM PAYMENT OF CONSULAR FEES?
The following categories of citizens are exempted from payment of the visa fee (you can get a detailed information from the employee of the Visa Application Center):
  1. close relatives - spouses, children (including adopted children), parents (including guardians and trustees), grandparents, grandchildren - citizens of the Russian Federation legally residing in the territory of the Schengen countries;
  2. members of official delegations who on the basis of an official invitation participate in meetings, consultations, negotiations or exchange programs, as well as in events held in one of the Schengen countries by intergovernmental organizations;
  3. members of national and regional governments and parliaments, constitutional and supreme courts;
  4. schoolchildren, students, graduate students and their accompanying teachers, who are going for training or internship;
  5. disabled persons and if necessary persons who accompany them (if applicable -original certificate of disability valid during the trip);
  6. persons who have submitted the documents confirming a necessity for a humanitarian trip, including for urgent medical assistance, and accompanying persons, as well as for the presence at the funeral of the close relative or visit of the seriously ill close relative;
  7. participants of youth international sports events and their accompanying persons;
  8. persons participating in scientific, cultural or creative activities, including university and other exchange programs;
  9. participants in official exchange programs between twin cities;
  10. children under the age of six years;
  11. scientific workers who travel for the purpose of performing scientific research;
  12. representatives of non-profit organizations under the age of 25 years, participating in seminars, conferences, sports, cultural or educational events organized by non-profit organizations.
 
Family members of EU, EEA and Switzerland citizens
If the application is submitted three days or less before the proposed trip, only categories of citizens b, d and e and family members of the citizens EU, EEA and Switzerland are exempted from payment of the visa fee.
Please note that some Schengen countries also exempt other categories of applicants from the visa fee.
